Would bike registration reduce the rate of bad cyclists behaviour, yes?

Registering bicycles would assist Council in enforcing road rules.

Council resources required to enforce a bicycle registration scheme are worth the ability to be able to fine bikers behaving badly on cycleways.

Bicycle registration schemes could reduce cycle theft in several ways.

Cycle registration would make it easier to identify stolen bikes, and to identify their rightful owners.

It may also serve to deter bike thieves by making registered bikes harder to dispose of & sell

The cost of a scheme is minimal compared with the benefits: safer cycling.
