The NSW Government today confirmed that community and stakeholder consultation was about to commence for a proposed $490 million intermodal terminal on 83-hectares of defence lands at Moorebank.
The Freight Infrastructure Advisory Board, a joint NSW Government-stakeholder committee, in 2005 stated that defence lands at Moorebank were a key component in meeting Sydney’s intermodal capacity needs.
“The NSW Government is targeting a 40 per cent rail mode share of port container freight which will have the benefit of taking container trucks off Sydney’s streets,” said Mr Kelly.
“The proposal has the potential to generate more than 1,700 jobs and be part of a logistical framework for freight transport in a growing city,” he said.
The Sydney Intermodal Terminal Alliance (SIMTA), a consortium made up of Stockland, Qube Logistics and QR National, propose to develop the intermodal logistics facility on the site.
Planning Minister Tony Kelly said the Department of Planning will assess the SIMTA project under Part 3A of the Environmental Planning and Assessment Act.
“The size and development type made it a major project of regional and State significance under Part 3A of the Environmental Planning and Assessment Act,” Mr Kelly said.
“Major projects provide communities with a very structured, transparent and consultative process,” he said.
“This proposal is now at the very first stage of the overall planning assessment process and there are a number of important steps to come.
This includes:
The Department working with Liverpool City Council and relevant stakeholders to list the key issues which need to be addressed by SIMTA in its formal application (a Departmental document which is known as the Director-General’s requirements)
Requiring SIMTA to undertake comprehensive consultation with the community, particularly nearby residents as it develops plans; SIMTA developing a proposal to be placed on public exhibition for at least 30 days, after addressing the relevant key issues outlined by the Department;
Requiring SIMTA to respond to submissions;
Assessment of the proposal; and then
Making a final decision.
“Community input is a key aspect of the Government’s assessment system for major projects, and all the relevant project documentation will be publicly available shortly,” Mr Kelly said.
The SIMTA proposal is in the form of a concept plan which, if approved, would establish a broad planning framework, to be developed in three stages, and could include:
A rail link connecting the site to the Southern Sydney Freight Line; An intermodal terminal with capacity to handle up to 1 million ‘twenty foot equivalent’ container units per year;
Warehousing and distribution facilities comprising approximately 300,000 square metres of warehouses with ancillary offices; and A freight village of approximately 8,000 square metres of support services such as site management, security offices, driver facilities and convenience retail and business services.
Mr Kelly said that while planning for Sydney’s growth is critically important, the planning process must also consider the concerns of local families about noise, light and traffic impacts.
“The planning process, for example, will investigate the need for buffers between the residents and the commercial sites to protect the amenity of the families of Wattle Grove,” Mr Kelly said.
The site is currently occupied by the Defence National Storage and Distribution Centre, and is adjoined to the west by the Department of Defence’s School of Military Engineering.
In its 2010-11 budget, the Commonwealth Government announced more than $70 million in funding to undertake planning for the School of Military Engineering site, which may also involve a proposal for an intermodal terminal. There is no specific development proposal before the Department on this site.
Both SIMTA and the NSW Government are working closely with the Commonwealth Government to ensure a co-ordinated and consistent approach to the planning of the two sites.
Any future applications for actual construction on the site would need to be generally consistent with the concept plan.
The Department of Planning is currently preparing the Director-General’s requirements for the SIMTA proposal. Once these requirements have been issued to SIMTA, project information will be made available on the Department’s website.

Mr Kelly forgot to say taking container trucks off Sydney’s streets into Liverpool streets, and South West and West streets, he did not mention the environmental impact. I was on one of the community focus meetings and after asking the speaker he said even if 90% of the community said NO to this Freight Zone, still most probably they will go ahead with it as there other important aspects, (money probably)????? So why Consult us???? To tick the boxes???? NO we are not going to agree to Part 3A or any part, NO we are not going to be killed by this environmental disaster within our Suburbs, Roads, Schools, Hospitals. It will be a major disaster to South West Sydney not only to the families near the Intermodals???? Mr Kelly statements makes it that it is in our backyard issue; however it is much much bigger than our backyard, Diesel Fumes generate Cancer, Asthma, Heart Attacks Premature death, Respiratory illnesses etc.., Trucks every where, Holsworthy Military Area is Heritage Listed??? The Georges River would be polluted affecting Marine Flora, Fish and Fauna due to a loss of water quality, Effects on Defence Families and the Military Base in Holsworthy

Homes are too close Mr Kelly we have no faith in your processes and will protest till the Cows Come home and make sure there is not a Labor Seat Held in South Western Sydney. However we will be making submissions. Though the idea that the Governments whom came up with the idea of the Moorebank Freight Zone in the first place are going to give fair play on the issue is a bit akin to a Boa Constrictor taking pity on an animal it wishes to Crush. If real consideration is going to be made, we urge the government and the planning department to have real long term planning and stop acting in an unprofessional way. It’s not about considering local communities, it’s about exerting SOME COMMON SENSE. It doesn’t need consultation companies to be hired nor does it need a brainer to assess the suitability of such a project and object its implementation, if human beings and their lives were formed part of the equation and the project plan. Instead of looking at putting buffers to protect us the local residents from noise, why not try to have some real long term planning, and look at implementing the site at an appropriate location away from Suburbia. In the UK with very limited land, the nearest intermodal is 100K south of the city, and here is Australia with all the land we have, its less than 1K away from our homes. What kind of planning is this? Poor and unprofessional to say the least. If the buffers are going to help with the noise, what bandage solution will protect our health and our kids’ health from the air pollution which will dramatically increase our cancer risks and expose us to all sorts of diseases? Or this is OUT OF SCOPE!!!!!!!!!!!!!. What sort of a patched solution will bring back our peaceful suburbs, with them being turned into industrial zones? What patching solution will help with our roads having 2000 trucks going on them on daily basis? Imagine our roads which are already over capacity including the M5, with 2000 trucks more!!!!!!!!!!!!!!!!. If real planning is done by our governments and not planning based only on the cheapest quick wins, such a huge infrastructure project will NEVER be built in a very populated city like Liverpool and only meters away from homes. Creating jobs, has nothing to do the location of the project, hence if the banner of “JOBS CREATION” is real, the location of the project should have no impact, we all commute to our jobs. If we agreed that Liverpool community have a very high unemployment rate, we would rather stay unemployed, or commute to our jobs, than get jobs near our homes and get KILLED by all the diseases we will develop from the pollution. This is poor, unprofessional, cheap planning and patching.

Surprise Surprise. The Government forget that there are children and schools that are within the limits of this monstrosity and its their health and well being that they seem to forget about also. If they recall smoking used to be something that the Government pushed with the Tabacco Companies and suppied Free to anyone including children 50 years ago - now look at the backward stand they are taking with all the "Health" Benefits NOT....Hmmm another bungled Government initiative was to work with James Hardy and the asbestos that has also slowly and painfully kiled people. I know the Government says they have their raduis' for 1 km and 2 km....AGAIN Do they forget that their is a school within that radius. Many people I know do commute to the Ports from Sydney South West to work - this excuse of creating more jobs - is just that an excuse as most of the work will still be done at Port Botany and surrounding areas. Have they thought that the trucks that will have to come the additional 30 kilometres from the port either to drop off or pick up the containers will add an additional charge to the end consumer as the trucking companies LOVE to charge extra for outside radius of the Port. And while we are at it what is wrong with using the Rail Yard already in existence an Yenorra which has Industrial Areas and vacant warehouses ALL anound it. Come on guys have a good look we didnt want the second Airport out here why would we want more pollution with the Intermodal Terminal

The Planning Department People must be mind readers, Tony Kelly has formed his "Opinion" and BINGO, section 3A appears. It is now paramount that the incoming Liberal State Government immediately repeals this section 3A in retrospect so as to nullify this project to be deemed covered by section 3A. SIMTA is rushing to get this sucker through the planning department poste haste, trying to beat the impending change of government and trying to cash in on fifteen years of mates looking after mates. Take a closer look at SIMTA'S maps and legends, the pink boundary of the Moorbank Precinct extends to hard up against the Wattle Grove west boundary! Theyr'e going to shaft us by using 15 meter high warehouses just meters away from our homes and deem them to be "sound barriers" They "will not use the East Hills Passenger line" of course not, they'll use the freight line right alongside of it!!!! Their idea of consultation is, "yeah, yawn, yeah, yeah, yawn, what was that Commissioner, oh just lets us tweak that to make it fit. Oh sorry, there will be a slight delay while we have Section 3A amended so it will fit your honour"! There is no difference between SIMTA and the Planning Department, they work together like a big bolt and nut with plenty of lube!. The ordinary people of NSW have been sold out by "CORPORATE NSW.GOV" Everyone knows Section 3A is there for big business to get its way whilst appearing to do the right thing, but in reality, they do it better than the mafia, they use the law to cajole, coerce and hoodwink the ordinary citizens of this state.

I notice that this media release from the Planning Minister concerns the SIMTA site. Nothing much seems to have happened yet regarding planning for the School of Military Engineering site (except for the occasional Public Notice). Mr Kelly mentions the need to protect the amenity of the families of Wattle Grove. There are other suburbs too where residents will cop more noise etc. He should already be aware of Casula since the SSFL will link to the SIMTA site and will surely result in more freight rail traffic. When will the State Government acknowledge this simple fact and implement noise mitigation now instead of the future noise-testing program that the ARTC had approved in 2006?

Oh Dear Mr Kelly, not you too. Removing trucks off Sydney's Roads. Can you please explain which roads. As far as I see it this simply does nothing but move the problem to Liverpool. Mr Kelly, come to Liverpool and see first hand how jammed our roads are now. Please explain how the containers will be moved once they get to Moorebank by rail (only 40% of them by rail) according to your figures Mr Kelly. Notice how the number of containers has now jumped from 500,000 to 1 million containers or TEU for the SIMTA site according to Mr Kelly. This makes the new projected figure closer to 2 million containers. Amazing how the figure seems to be jumping higher and higher.

Lets get one thing well and truly out there in fact. If Moorebank is approved in part the whole sceme will proceed. Why? Because it is a lot cheaper than spending a $billion at least to connect up somewhere else like Eastern Creek or Badgeries Creek. So the concentration will be on Liverpool as the Freight Central of NSW. By utilising in the future the East Hills Passenger Rail Corridore ( adding a dedicated Freight Line within it) There will be no need to accomodate additional road capacity from Port Botany itself as Volumes of Containers go through the roof. Thats their scheme. MAXIMUM RAILOUT to INTERMODALS but wait it is a cost saving to only have ONE BIG Inland Distribution Point............. Moorebank, it's old army land and is free! All we need is connections ( Thats how their PENNY PINCHING got us to this point). Well let the Governments go into Debt to provide a genuine solution that does not destroy established Suburbia. No it's cheaper for them to sacrifice the Health and Home Values of South Western Sydney Residents. Poison the Surrounding Lands and Waters and the Air we Breathe.

As a Wattle Grove resident I am astounded that the government is planning to build an intermodel freight terminal at Moorebank. The roads surrounding the proposed site namely Moorebank Avenue, Heathcote Road, Nuwarra Road, Newbridge Road & the M5 are already at capacity. The traffic congestion on these roads during peak hours is at a stand still. These roads simply will not cope if they have to deal with additional trucks as the result of the intermodel. In addition the Liverpool community we have to deal with the noise, air & light pollution that the intermodel we bring as its proposed location is in a heavy residential area. Surely there must be an alternative site available for this proposed intermodal freight terminal. As a Liverpool resident I cannot see any benefit of having this project in our community.

1,700 jobs looks impressive, but not when you consider the amount of jobs that could be created by utilising the Badgeries Creek area. Minimum of double, probably triple that number if one of these decision makers had some guts. The NSW planning depatment and their "Advisers" should have had those plans in the "bottom drawer" for the "Building the nation's" Federal funded infrastructure projects.

In a past Champion or leader document if someone can pull it up. Mr Albanese stated that the intermodal will be indeed highly automated. He said that there will be jobs for white collar workers. Liverpool is blue... The former GM stated that Liverpool is doing fine attracting industry without this imposition. Roy, Signe and Mr Marancic can attest to that for they all attended the forum. I just wish the government officials would stop manipulating the public. This is good for Campbelltown not us but what can you do when parts of Liverpool fall under Campbelltown in Federal election. Which is quite unfair for Campbelltown is Campbelltown and Liverpool is Liverpool. Casula is in Werriwa which covers a great deal of Campbelltown yet we suffer different issues.

The Trucks Coming and Going 24/7 will not be Automated and could be belching out their emissions at a Green Fields Site away from houses, how STUPID are these people? In addition the RAILOUT of Containers could go all of the way instead of Half Way to their mostly Western and North Western Warehouse Destinations. The truth is the Distribution of Freight is so poorly organised they have no idea what is actually needed other than to provide a vacant space SOMEWHERE! Bad luck if it poisons people and wrecks a city. Liverpool's Mayor Waller should be taking better advice in my opinion this idea is impossible to accomodate without real social and enviromental harm she should be seen as supporting the Residents whom stand to lose so much rather than having two bob each way... Labor is so dissapointing though.

Action for Air: 2009 Update: Ozone Ground-level ozone continues to be a problem in Sydney in summer. Ozone is a secondary pollutant formed in a chemical reaction when emissions of NOx and VOCs combine in sunlight. The meteorology and topography of the Sydney basin play a significant role in the formation of ozone and in the year-to-year variations in concentrations in Sydney. There was a decline in peak ozone levels in the 1980s but currently there is no clear trend. Ozone levels are not decreasing and may actually be on a slight upward trend (Figure 2). The State Government is going to contravene its own initiatives for clean air at Moorbank, watch them worm their way out of it with Section 3A and any subsequent amendments so required. They'll probably also use the "for the public good" scenario, that is the other public that don't have to live in the mess they're going to foist on us!

Firstly I would like to say thank you to the Committee for No Terminal Thanks for being the voice for the residents affected by this proposal. I am a resident of Wattle Grove and hope to soon start a family here and live in this beautiful suburb for the next 50 years if we are lucky....that is if some of the politicians ever thought about the people they are meant to represent- families, the soldiers who are fighting for their country and their families, the elderly, and children- all who live in Wattle Grove and surrounding suburbs. The Government finally need to listen to the people of Australia and not how to make a quick buck!! How about Eastern Creek or another area with large amounts of vacant land where the fumes, toxins, noise and lights will not bother anyone?

As Ray Van has pointed out we do have Clean Air Policies here in NSW.. Casula would be in the worst affected area. That makes it a Constituent Problem for Mp McDonald in my opinion. I think Wattle Grove would be affected just as badly frankly, the pollution of the air will spread much further than the sound and affect suburbs far and wide. The Accesses around Liverpool would be so congested, many will find it uneconomical to operate businesses or travel to work or would find the Pollution Impossible to live with so would move out. Liverpool CBD could become a Ghost Town without the local affluent population to draw upon, as poorer socio economic groups take over the areas..

We should have a protest regarding TIMING. Again over the Christmas Holidays!!! These Mps are pathetic that they don't stand up for ordinary citizens and say Aussie's deserve a break. Quit putting these things over Christmas. Alan Jones should be made aware of this.. Jan is all out because people take there 4week leave then and go away and thats what they are counting on. I work within the heavy vehicle industry and service numerous customers within the Port area of Botany. This entails visitation to various container parks and the rail head @ Cooks River, notwithstanding existing intermodal facilities across the state albiet on a smaller scale in comparison to the Moorebank Proposal. I am dumbfounded that there is a Moorebank Intermodal Proposal at all!. The vehicle movements alone required to handle the claimed capacity of TEU is incomprehensable in such a confined area such as Wattle Grove. TEU movements inbound and outbound including smaller vehicles to despatch contents removed from unloaded TEU equates to millions of vehicle movements PA. Now as a homosapian I like to breath air, actually I need good air quality to survive long term. I actually like to reside in Wattle Grove, not Beijing China where the air quality is closer to that of living within an internal combustion engine. As an Australian I would like to think that the Government whom represent the people of this country had my and my fellow countrymens best interests in mind, not the interests of a small number of shareholders and labour party donators. Lest Kelly, Albanese and the remaining labour stalwarts forget that you are both voted in and voted out by the people..... you do remember the people don't you?, they are the ones that you are in Government to represent!

Micky D, none of these politicians you mentioned are representing any of the Sydney,s South West so they don't care. This intermodal idea was construed more then five years ago and championed by the fromer planning minister Craig Knowles, all subsequent ministers both state and federal have not even bothered to investigate any of the presumed impacts on the residents of the South West and for that matter ALL the people that will be affected by the enormous increases in freight train movements on the East hills corridor as well as the yet to be completed south west freight line. As you have access to the Port Botany area in the industry am I right in saying that the amount of goods to be freighted by train to the intermodals will be limited because of the inadequate rail infrastructure at the Port? I have pulled up some reports and found them to be informative in saying, 1: road transport will always be cheaper and more efficient within the Sydney basin because they can do it quicker. 2: the railing of containers will NOT decrease the number of trucks coming out of Port Botany and 3: 18oo meter trains are impossible to get out of Port Botany. Is there any other information you know of that may help us to defeat these 2 intermodals?

MILLIONS of VEHICLES! That is what would be required to service the Moorebank Scheme? YOU BET! How would the City of Liverpool Function at all? It is incredibly obvious that no way is the conversion of this relatively clean part of Sydney from a semi rural and currently preserved environment to a Pea Soup Atmosphere acceptable. Next, based on the sort of logic that is apparently being followed here by the Gillard Government the housing, currently being utilised by Defence Families in Wattle Grove will be emptied out and filled with poor REFUGEES! ERGO: The idea that Defence Families will be exposed to such extreme levels of Pollution as mentioned by MickyD above is beyond belief! The Governments Apparently have many plans for the future here! No wonder the Federal MP Mr Craig Kelly is asking what the Federal Government Plans for Holsworthy Military Camp are under these very Strange Circumstances Indeed!!!!.......
