Marrickville Mayor steps up the Greens push to abolish Part 3A and throws rate capping into the mix

“Marrickville Greens Mayor Fiona Byrne today took on NSW Government and Opposition spokespeople on a panel at the Local Government Annual Conference in Albury. As The Greens spokesperson on the panel, Clr Byrne told hundreds of Local Councillors that the Greens would abolish Part 3A, Joint regional Planning Panels and return planning power to local Councils and communities.
"The Greens position is consistent with that of the Local Government and Shires Association: abolish Part 3A and JRPPs", Clr Byrne said.
"The Greens will not only return planning power to local communities, we will empower Councils to properly fund local services by scrapping rate capping.
"NSW is the only State in Australia where Councils are not allowed to set their own rates. Councils in other States provide vibrant modern services for local communities by setting the level of rates their communities are comfortable with.
"The NSW Government has not empowered Local Councils to either set their rates or plan for their own communities. This is disadvantaging local communities.
"The NSW Government has a big brother attitude to local Council. This is a doubly bitter pill to swallow when obviously the NSW Government has great difficulty providing quality services and planning decisions.
"The NSW Coalition are quick to identify the lack of trust that the NSW Government has in Councils, but they will not commit to giving Councils real control of their finances.
"Local communities need the ability to fund themselves sustainably," Clr Byrne said.”

I agree with ending rate capping as Councils do need more funding on order to achieve more. However I don't agree with abolishing 3A as Council's have too narrow and parochial perspective. NIMBYism is too easy and the city as a whole suffers. For example, the only way we are going to house all the people who want to live in the inner west, at reasonable prices, is by significantly increasing densities. Existing residents, rather selfishly, don't want to allow that and consequently Councillors of all political stripes get local kudos for resisting higher densities at the expense of the well-being of the city as a whole.

Congrats to both Fiona and David for bringing this discussion to the public. Local LEP's (local environment plans)already allow for medium and High density housing and we should welcome opinions and be guided by our communities, after all that’s why we have councils, to elect community representatives, to speak for us, not our party, not just our mates but for the community as a whole. When councillors are elected it’s as the representative of the entire community as it should be... they need to remember that when approaching any development, any plan or vision. Hiding behind rhetoric etc isn’t moving our communities forward, and having things such as Part 3A that remove decisions from the community can and do need to be changed. signe4liverpool.wordpress.com or 8777 5599

The weakness and the strength of local governments is that they represent the local communities. The strength of that is fairly obvious but the weakness is a little less obvious. Local interests, particularly when it comes to population densities and the like, can be counter to the broader interests of the city as a whole. The current widespread resistance to higher densities is damaging the city as a whole. It is the main issue behind inflated real estate prices and continued urban sprawl. High quality, higher density housing, with strong planning controls, is essential for the city as a whole - including Marrickville.

Living in Liverpool where we are facing both new development site releases, the narrowing of our food bowl, as well as the change in densities in our established communities I am very aware of the need for both. However, when different developments encompass enormous amounts of money it is often considered more important than food production and pretty much anything else. We need to control both our sprawl and our development and who better than those of us, who live, eat and breathe the consequences. Hi Jo, The Marrickville Mayor is from the Greens and she was speaking at the Local Government Conference on behalf of all NSW Greens Councillors. So we included this news across all our Streetcorner sites as the Greens are asking for Part 3A to be repealed across NSW. The Greens are also asking for an end to rate capping, whereby the State Government sets the amount Councils can increase rates by and the Greens say local councils should be able to set their own rates.
